Tasks include Benefit-Cost Analysis tool implementation, federal flood risk management standard policy creation, and the technical assistance of various programs.
Fairfax, VA—December 11, 2015 – Dewberry, a privately held professional services firm, will proceed with three task orders under the Federal Emergency Management Agency’s (FEMA) Hazard Mitigation Technical Assistance Program (HMTAP).
Dewberry will help the Risk Reduction Division of FEMA’s Federal Insurance and Mitigation Administration (FIMA) with the operation and maintenance of the helpline associated with the agency’s Benefit-Cost Analysis (BCA) tool. All mitigation project applications must use the BCA tool before requesting federal funding. Dewberry will help guide users through the tool and answer questions associated with tool use.
Dewberry will draft a guidance document to help FEMA’s Office of Environmental Planning and Historic Preservation (OEHP) implement the Federal Flood Risk Management Standard (FFRMS) as required by Executive Order 13690. The guidance document will provide information on implementing FFRMS, address key compliance issues, define the preferred types of flood hazard information, identify approaches to set FFRMS elevation, and detail the process of applying FFMRS to FEMA minimization standards. Dewberry will also create training materials to assist policy and guidance implementation.
Dewberry will provide technical assistance related to rulemaking, policies, guidance, tools, and program development for various programs under FIMA’s Grants Policy Branch. These programs include the Hazard Mitigation Grant Program, the Pre-Disaster Mitigation Program, and the Flood Mitigation Assistance Program.
