RETTEW Welcomes Wilburn as Project Manager

Focus Includes Water Resources Management and Permitting in Energy Market

Lancaster, Pa. – RETTEW, an Engineering News-Record top 500 design firm providing engineering, transportation, environmental consulting, planning and surveying services, recently welcomed James M. “Jake” Wilburn IV as a project manager in the firm’s environmental sciences group. Wilburn, one of RETTEW’s water resources management experts, assists private- and public-sector clients with developing water resources management plans and obtaining source water and groundwater permits to meet environmental compliance regulations.

Wilburn is responsible for managing and executing groundwater and surface water withdrawal projects for various client types. An expert in testing and permitting groundwater sources in both fractured bedrock and unconsolidated aquifers, he specializes in water resources management and permitting for natural gas and midstream companies involved in natural gas exploration in the Marcellus Shale play. Additionally, he is well versed in municipal wellhead development, well-head protection plans and Act 220 Critical Area Resource Plans (CARP) required under Pennsylvania’s State Water Plan.

A geologist with more than 12 years of environmental consulting experience, Wilburn’s professional background includes source water development for beverage manufacturing facilities and spring source evaluations and development projects for the bottled water industry. He has managed field teams, designed and installed surface and groundwater monitoring networks and provided hydrogeological analysis for various surface and groundwater investigations.

Wilburn earned his bachelor’s degree in geology from the University of North Carolina Wilmington. He is a member of the American Institute of Professional Geologists and the Geological Society of America.
