NOAA Assistant Secretary of Commerce for Oceans and Atmosphere Rear Adm. Tim Gallaudet, Ph.D., USN Ret., has appointed three new members and reappointed two current members to the Hydrographic Services Review Panel, a federal advisory committee that gives NOAA independent advice for improving a range of services and products that support navigation services and coastal resilience.
The new members of the panel are:
- Capt. Anuj Chopra, Vice President – Americas, RightShip Pty., Ltd., Sugar Land, Texas
- Deanne Hargrave, Senior Operations Surveyor, Geo Operations, Shell International Exploration and Production, Houston, Texas
- Capt. Ann Kinner, Owner, Seabreeze Books & Charts; Chair, Harbor Safety Committee, San Diego, California
Two members of the panel were reappointed:

- Dave Maune, Ph.D., Senior Project Manager, Dewberry Engineers, Inc., Fairfax, Virginia
They joined the panel’s 10 current members in January 2019.
“The Hydrographic Services Review Panel provides important perspectives on the needs of the maritime sector for improving the next generation of navigation products and services,” said Rear Adm. Shep Smith, director, NOAA’s Office of Coast Survey. “This is critical to keep commerce flowing through our nation’s ports and waterways, and valuable to NOAA as we continue to work to meet our mission of improving the safety and efficiency of maritime navigation.”
The next public meeting will be held March 5-7, 2019, in Washington, DC.
The Hydrographic Services Review Panel is composed of experts in hydrographic surveying, vessel pilotage, port administration, tides and currents, coastal zone management, geodesy, recreational boating, marine transportation, and academia. Rear Adm. Smith is the panel’s designated federal official. The directors of the NOAA/University of New Hampshire Joint Hydrographic Center, NOAA’s National Geodetic Survey, and NOAA’s Center for Operational Oceanographic Products and Services serve as non-voting members.
About NOAA
NOAA Office of Coast Survey is the nation’s nautical chartmaker. Originally formed by President Thomas Jefferson in 1807, Coast Survey updates charts, surveys the coastal seafloor, responds to maritime emergencies, and searches for underwater obstructions that pose a danger to navigation.
