Oklahoma City Selects Woolpert for Asset Management, Sewer Condition Assessment

Oklahoma City (Feb. 13, 2019) — The Oklahoma City Water Utilities Trust (OCWUT) has signed Woolpert to an eight-year, multimillion-dollar contract to provide asset management and sewer condition assessment services throughout the city. The information will be used to establish an asset management program based on the likelihood of failure and consequence of failure for assets throughout the system, and to form the basis for OCWUT’s annual Capital Improvement Prioritization Report and Operations and Maintenance Work Plan.

OCWUT, the city’s policy-making body for water and wastewater utilities, owns and maintains nearly 3,000 miles of sanitary sewer gravity lines throughout the city that range from 4 to 96 inches in diameter. These lines are connected by nearly 70,000 manholes, chambers and cleanouts. Woolpert will perform a detailed condition assessment inspection of these sanitary sewer assets throughout the city using closed-circuit television (CCTV), sonar, geographic information system (GIS) mapping, 3D scanning and multi-sensor inspections.

Woolpert Project Manager Carla Muscarella said this project will protect OCWUT’s more than $1.5 billion investment in its infrastructure and ensure Oklahoma City residents have consistent, reliable services.

“This project will transition OCWUT to a comprehensive, streamlined operation that prioritizes the maintenance, rehabilitation and replacement of its assets,” Muscarella said. “This will vastly improve the system’s resiliency and longevity, and allow the city to focus their planning and field resources.”

Eric MacDonald, Woolpert vice president, said the firm’s engineering and geospatial experience made it the top choice for this project. Woolpert has nearly two dozen staff members internationally certified by The Institute of Asset Management (IAM) and is well-versed in OCWUT’s existing Esri ArcGIS, Innovyze Infomaster and Azteca Cityworks asset management tools, which the firm will leverage to support this contract.
