Columbia, MD – Pennoni Associates, an ENR Top 100 engineering, design, and consulting firm with offices in Baltimore, Columbia, and Germantown, is pleased to announce that Thomas M. Chicca, PE, has been named office director of the firm’s Columbia and Germantown locations. He previously served as a director of international A/E services for Tetra Tech.
“Tom is a seasoned and respected engineer and manager, and is well known throughout Maryland and the District of Columbia and the A/E industry,” said Regional Vice President Ron Moore. “His leadership, strong business acumen, knowledge in financial management, and creative problem solving will be extremely beneficial to our firm and our Maryland and Washington D.C. clients.”
Mr. Chicca has more than 37 years of experience in the design and management of development projects, including planning, engineering, utility design, hydrologic and hydraulic analyses, site planning, feasibility studies, sediment control and stormwater management. He is currently a registered Professional Engineer in seven states, including Maryland, Virginia, and the District of Columbia. As Tetra Tech’s director of A/E services, he was central to procurement of and performance on a number of international development projects for clients including the U.S. Agency for International Development (USAID) and the Millennium Challenge Corporation. He also served as home office technical manager on two projects in the Republic of Georgia and one project in Afghanistan.
Prior to Tetra Tech, Mr. Chicca was the Senior Vice President of General Civil Services at Greenhorne & O’Mara, Inc. Mr. Chicca is a member of ACEC, ASCE and a member of the Board of Direction for SAME’s DC Post serving as Chairman of the Investment Committee. He is a graduate of the University of Maryland and the ACEC Senior Executives Institute (SEI), which is an advanced management, leadership, and public policy training program.
