Lancaster, Pa. — RETTEW, an Engineering News-Record top 500 design firm providing engineering, transportation, environmental consulting, planning and surveying services, recently welcomed new hires Christopher W. Blount, PE; Eric W. Hershey, PE; and Ryan R. Shiffler, PE.

Christopher W. Blount, PE
Blount is a project manager in RETTEW’s civil/municipal group, responsible for the oversight of projects for municipal clients and natural gas clients. Specifically, he serves in a management capacity on roadway reconstruction, source water withdrawals, land development projects and feasibility studies. In addition to providing construction management oversight and preparing construction plans and specifications, Blount also provides quality assurance and control and plays a role in business development.
Blount’s 10 years of experience encompasses both civil/municipal and environmental engineering. His expertise includes roadway design, water system design, sanitary sewer design, stormwater management, sediment control, land development and regulatory permitting. Blount has a bachelor’s degree in environmental engineering from Penn State University. He resides in Shippensburg, Cumberland County, Pa.
Eric W. Hershey, PE
Hershey serves as a senior engineer in land development, responsible for all aspects of land development design, including site plans, roadway layout, grading, stormwater management, erosion control and utility coordination. Additionally, he reviews municipal plans and analyzes hydrologic and hydraulic data.
A licensed professional engineer in Pennsylvania, Maryland and West Virginia, Hershey has 14 years of experience in providing land development and site design for commercial, residential and industrial clients. He is a Penn State University graduate with a bachelor’s degree in environmental engineering technology. He a member of the American Society of Civil Engineers and the Columbia/Donegal/Elizabethtown/Hempfield Consortium of the Lancaster Chamber of Commerce and Industry. Hershey resides in Mount Joy, Lancaster County, Pa.
Ryan R. Shiffler, PE
Shiffler is an engineer in RETTEW’s transportation group, responsible for providing project administration, construction coordination and highway design. In his role, Shiffler also prepares and provides quality assurance and quality control of signing and pavement markings, and detour and construction plans. Additionally, he develops construction coordination programs and engineering studies.
Shiffler has eight years of experience providing transportation and traffic engineering services to clients in the private and public sectors. In addition to highway design, his expertise includes traffic impact studies for developments, highway occupancy permit plans, traffic signal permits and construction plans.
Shiffler has a bachelor’s degree in civil engineering from Penn State University; is a member of the Institute of Transportation Engineers, mid-Atlantic section; and has participated in PennDOT’s Adopt-A-Highway program. He resides in Hummelstown, Dauphin County, Pa.
