ILS Supports the Government of Mongolia to Improve Land Management Systems

Silver Spring, MD — International Land Systems (ILS), Inc. in partnership with Monmap Engineering Services Co., Ltd has been awarded the Upgrading of Geospatial Network and GIS mapping in Suburban Ger Areas Project funded by the Millennium Challenge Account for Mongolia (MCA-Mongolia). 

As part of the compact agreement between the Millennium Challenge Corporation and the Government of Mongolia, the project’s objectives are to enhance geodetic control network points, establish Continually Operating Reference Systems (CORS), obtain high resolution satellite imagery to map suburban ger neighborhoods, and to train Mongolian officials in land information technology. The project will also work towards increasing the security and capitalization of land assets held by lower-income Mongolians by improving the formal system for recognizing and transferring land rights.

In recent years, rural Mongolians have been leaving their long-established nomadic lifestyle for more economically-promising urban centers, namely the Mongolian capital Ulaanbaatar. Faced with the complexities of the formal land registration many migrants have created makeshift ger  (a circular collapsible tent used by nomads in Central Asia ) settlements.  The Mongolian government has recognized that formalizing these settlements is a priority and as a result the creation of an accurate up to date land information base is essential for the provision of formal land titles. This  project is part of a larger MCA Urban Property Rights Project which aims to issue fully marketable private land titles to suburban ger area residents.

States Noel Taylor, ILS Vice-president for International Programs, “By establishing a geodectic network and mapping suburban ger neighborhoods, the base infrastructure to survey land parcels and enter land records into a national registry will be accomplished.”

ILS-Monmap activities will utilize ILS’s MultiCadastre software which, based on an OEM with ESRI enterprise software, manages and analyzes large volumes of cadastral data. The team will also provide Trimble Navigation equipment and software for RTK GPS units as well as the CORS infrastructure.
