Firm Continues to Grow with Major Projects, Breakthrough Services
Fairfax, VA—July 28, 2009 – Dewberry, a nationally recognized consulting firm based in Fairfax, Virginia, has announced several promotions in its Management & Consulting Services area. The firm, which has more than 40 locations throughout the United States, has continued to grow over the past year and now has approximately 2,000 employees. More than 100 promotions were recently announced, the largest number of promotions in one year for the firm in its 53-year history.
Grant M. Smith, PE, CFM, a program manager in Dewberry’s Fairfax office, has been promoted to vice president. Smith currently leads Dewberry’s flood study efforts in the northeastern United States, specifically regional flood study IDIQ contracts in FEMA Regions I, II, and III. In addition, Smith serves on the executive board of trustees for the Association of State Floodplain Managers Foundation. He holds a Master of Business Administration from CW Post College, a Master of Science from The Ohio State University and a Bachelor of Science from the United States Military Academy.
Jerome B. Strauss, PE, has been promoted to vice president in the firm’s Management & Consulting Service area in the Fairfax office. Strauss provides management oversight and business development expertise for federal contracts, particularly those involving Department of Defense (DoD) programs. Strauss holds a Master of Business Administration degree from Northeastern University, a Master of Science degree in environmental engineering and air pollution control from the University of Massachusetts, and a Bachelor of Science degree in chemical engineering from Tufts University. In addition, he is a professional engineer and a certified project management professional.
Mark S. Montgomery, PE, emergency management and disaster response/recovery manager in Dewberry’s Fairfax office, has been promoted to associate vice president. A 22-year industry veteran, Montgomery serves as the NISTAC joint-venture deputy project director responsible for the deployment and management of skilled disaster response and recovery specialists. He holds a Bachelor of Science degree in civil engineering from West Virginia University.
Denice Bracey has been promoted to associate vice president in Dewberry’s Fairfax office. Bracey holds a Master of Arts from Howard University and a Bachelor of Arts degree from Hampton University. She has more than 25 years of experience in contracts management and compliance for federal government contracts, with extensive understanding ensuring small and minority business participation on contracts.
Jerry W. Sparks, PE, CFM, a senior manager in Dewberry’s Fairfax office, has been promoted to associate vice president. A 20-year veteran of natural hazard studies, with emphasis in flood hazard studies and risk assessments, Sparks is currently serving as Dewberry’s first Climate Change Service Line Leader. He is currently managing a Sea Level Rise Risk Management Study for the State of North Carolina. He holds a Bachelor of Science degree in civil engineering from West Virginia University.
Scott Choquette, CFM, a disaster mitigation program manager in Dewberry’s Boston, Massachusetts, office, has been promoted to senior associate. He holds a Bachelor of Science degree in regional planning from Westfield State College.
Thomas H. Christensen, PE, director of federal program management in Dewberry’s Fairfax office, has been promoted to senior associate. In addition to 38 years of industry experience in design and construction program management, Christensen holds a Master of Business Administration from California Lutheran University, Master of Science degrees in ocean engineering and material science from the Massachusetts Institute of Technology, a Master of Science degree in acquisition and logistics from the Industrial College of the Armed Forces, and a Bachelor of Science degree in civil engineering from the University of California-Berkley. He is a member of the American Society of Civil Engineers, the Society of American Military Engineers, and Construction Management Association of America.
Jane Sibley Frantz, AICP, CFM, Dewberry’s deputy branch manager of emergency management and homeland security, has been promoted to senior associate. Frantz holds a Master of Regional Planning from the University of North Carolina and a Bachelor of Arts in public policy from the College of William and Mary.
Christopher J. Gregus, PE, manager of the New Orleans office, has been promoted to senior associate. Gregus has a Bachelor of Science in civil engineering from the U.S. Coast Guard Academy and a Master of Science in civil engineering from the University of Illinois.
Gilbert R. Jones, PE, CFM, a department manager specializing in flood hazard mapping and water resource engineering in Dewberry’s Fairfax office, has been promoted to senior associate. He holds a Master of Science in civil and environmental engineering from Cornell University and a Bachelor of Science in civil engineering from the Pennsylvania State University. He is a member of the American Society of Civil Engineers and the Association of State Floodplain Managers
Stephen R. Kalaf, CFM, quality and special mapping services department manager in Dewberry’s Fairfax office, has been promoted to senior associate. In addition to 31 years of industry experience, Kalaf holds a Bachelor of Science degree in geography from Frostburg State University and is a member of the Association of State Floodplain Managers as well as the American Society for Quality.
Laura T. Linn, marketing director for Dewberry’s management and consulting services practice has been promoted to senior associate. With 24 years of industry experience, Linn holds a Bachelor of Arts degree from Randolph-Macon Women’s College and is a member of the Society of American Military Engineers.
Paul Manno, a nationally recognized expert in emergency management and disaster operations in the Richmond, Virginia, office, has been promoted to senior associate. Manno holds a Bachelor of Science degree in environmental science from the University of North Carolina.
Maggie L. Mathis, CFM, department manager, special program and hazard engineering services in Dewberry’s Fairfax office, has been promoted to senior associate. With 25 years of industry experience, Mathis holds a Bachelor of Science degree in geography from the University of Maryland and is a member of the Association of State Floodplain Managers.
Brian J. Mayfield, CP, GISP, GLS, director of Dewberry’s remote sensing services branch in the Tampa, Florida, office, has been promoted to senior associate. Mayfield has 12 years of experience in the fields of photogrammetry, remote sensing, and GIS. A certified photogrammetrist and GIS professional, as well as a registered professional GIS land surveyor, Mayfield holds a Bachelor of Arts degree in geography from the University of Kentucky. He is a member of the American Society for Photogrammetry and Remote Sensing.
John Squerciati, PE, CFM, based in the Fairfax office, has been promoted to senior associate. In addition to expertise in hazard mitigation and benefit-cost analysis and 18-years of industry experience, Squerciati holds Master and Bachelor of Science degrees in civil engineering from the Cooper Union for the Advancement of Science and Art. He is a member of the American Society of Civil Engineers, the American Society for Photogrammetry and Remote Sensing, and the Association of State Floodplain Managers.

In addition to 17 years of industry experience, Dunn holds a Master of Science degree in civil engineering from Villanova University, and a Bachelor of Science degree in civil engineering from the Pennsylvania State University.
Jeffrey W. Gangai, EIT, CFM, a senior coastal engineer with over 14 years experience in coastal flood hazard analyses in Dewberry’s Fairfax office, has been promoted to associate. Gangai holds a Bachelor of Science degree in maritime systems engineering from Texas A&M University. He is a member of the American Society of Civil Engineers, the Association of Coastal Engineers, and the Association of State Floodplain Managers.
David Samuel Harder, quality management director in Dewberry’s Fairfax office, has been promoted to associate. In addition to 30 years of design, engineering, construction, and consulting experience, Harder holds a bachelor’s degree in architecture from the California Polytechnic State University.
Duncan J. Hastie, PE, engineering department manager in Dewberry’s Atlanta, Georgia, office, has been promoted to associate. In addition to 13 years of experience in water resource engineering and hazard mapping and mitigation, Hastie holds a Bachelor of Science in civil engineering from the University of Maryland. He is a member of the Society of American Military Engineers, the Georgia Water and Pollution Control Association, the American Water Resources Association, the Georgia Association of Floodplain Management, and the Association of State Floodplain Managers.
John M. Hoffman, CFM, a lead project manager on floodplain management projects in Dewberry’s Fairfax office, has been promoted to associate. Hoffman holds a Master of Business Administration from Virginia Polytechnic Institute & State University and a Bachelor of Arts degree in geography/urban planning from West Virginia University. He is a member of the Association of State Floodplain Managers and the California Floodplain Managers Association.
Laura D. Johnston, planning program manager for the Baton Rouge, Louisiana, project office, has been promoted to associate. Currently, her work includes managing post-disaster and hazard mitigation planning for the Gulf Coast region. Johnston has a Bachelor of Arts degree in environmental planning and landscape architecture from Utah State University. She is a member of the American Planning Association and the Urban Land Institute.
Kendrick Logsdon, Jr., technology integration director in Dewberry’s Fairfax office, has been promoted to associate. In addition to 26 years of industry experience with expertise in water resources engineering and GIS development, Logsdon holds a Bachelor of Science in civil engineering from the Virginia Polytechnic Institute and State University.
Mathew A. Mampara, EIT, CFM, a water resources engineer in Dewberry’s Fairfax office, has been promoted to associate. Mampara holds a Bachelor of Science degree in chemistry from Cornell University. He is a member of Association of State Floodplain Managers and the Pennsylvania Association of Floodplain Managers.
David C. Mazur, an information technology manager in Dewberry’s Winchester, Virginia, office, has been promoted to associate. Mazur holds a Bachelor of Science degree in management information systems from the Pennsylvania State University
