While firms that employ technology to control project costs have the best chance of winning ARRA contracts, the competition for these projects is fierce, the report notes.

In some instances, notes Manley, there have been 30 to 40 contractors submitting proposals ARRA projects. As a result, project bids have been coming in at 5% to 27% below estimates.
Leica Geosystems’ report observes that the ARRA brings a much-needed boost to the U.S. construction industry, which has been hit hard by the recession and soft housing market; new construction starts for 2009 are estimated at $463.1 billion, a 15% drop from 2008.
