Mike Ritchie Elected COFPAES Chairman for 2005

12-28-04 – G. Michael (“Mike”) Ritchie, PE, PLS, PSM, CP, has been elected Chairman of the Council on Federal Procurement of Architectural and Engineering Services, (“COFPAES”), for 2005.

Mr. Ritchie  is President and CEO of Photo Science, Inc, a full-service geospatial solutions firm headquartered in Lexington, Kentucky with branch offices in Bangor, ME; Colorado Springs, CO; Orlando, St. Petersburg, and Tampa, FL; Norcross (Atlanta), GA; and Greenbelt (Washington, DC), MD. 

Mr. Ritchie graduated from the University of Kentucky in 1972 with a Bachelor’s in Civil Engineering.  He has more than 25 years of experience in his field and currently holds professional engineering registrations in fifteen (15) states, is a licensed professional land surveyor in six (6) states, and is a nationally Certified Photogrammetrist.  He has served as Project Manager for numerous state and local government mapping and GIS projects, as well as for large federal geospatial data projects.

Mr. Ritchie is the immediate past president of MAPPS, and a past President of the Kentucky Society of Professional Engineers and the Kentucky Council of Engineering Companies.  In addition, he is a former Chairman of the Professional Engineers in Private Practice and a National Director of the National Society of Professional Engineers.  In 1999, Mr. Ritchie was elected to the College of Fellows of the American Council of Engineering Companies.  He recently completed a two-year term as National Director representing Kentucky to the American Council of Engineering Companies.  He is currently serving on the National Council for Examiners for Engineers and Surveyors (NCEES) Task Force on model law revisions to the practice of land surveying and photogrammetry and has served for the past two years as the MAPPS delegate to COFPAES.

Since its inception in 1966, COFPAES has provided the design community with a common voice and focus on federal procurement law and regulations. COFPAES serves the American public as a well-known and respected forum for the consideration of policy and operational changes in the selection procedures of design professionals. Because of its emphasis on professionalism in the procurement process, COFPAES assists Congress and federal agencies in assuring that projects to satisfy the building, infrastructure, resource, defense and security needs of our Nation are conducted in an efficient and quality manner.  COFPAES is the major policy advocate for the “Brooks Act” (40 U.S. Code 541 et. seq. and part 36.6 of the Federal Acquisition Regulation (FAR)), the qualifications based selection (QBS) process that governs Federal procurement of A/E services  The member organizations of COFPAES are the American Congress on Surveying and Mapping (ACSM), American Institute of Architects (AIA), American Society of Civil Engineers (ASCE), Management Association for Private Photogrammetric Surveyors (MAPPS), and National Society of Professional Engineers (NSPE).  COFPAES also has individual A/E and geospatial firms as corporate members.  For information, visit www.cofpaes.org.
