Richard Leonhard, Mitigation Manager and Senior Environmental Regulatory Specialist for C. H. Fenstermaker & Associates’ Environmental Division will be a featured speaker at the American Association of Professional Landmen’s Gulf Coast Land Institute to be held October 11 – 12, 2007 in New Orleans, LA. Leonhard’s presentation, “Permitting & Related Issues in Coastal Louisiana”, will deal with recent issues and solutions in obtaining permits in Coastal Louisiana.
Mr. Leonhard has over twenty years experience and has designed, budgeted, implemented, and monitored wetland restoration and compensatory mitigation projects on private, state and federal properties throughout southern Louisiana, Mississippi, Alabama and Texas. He has coordinated and managed wetland mitigation and restoration projects with adjacent landowners, native nurseries, governmental agencies, in-house engineers, and environmental organizations and fisheries industry.
Mr. Leonhard has managed all aspects of environmental regulatory operations by securing the necessary federal, state and local wetland and water discharge permits for oil and gas exploration and production, as well as developing and implementing mitigation areas and insuring that all conditions and requirements associated with the project are adhered to. He consults with clients (i.e. operators and landowners) concerning production manuals and submits clearance plans upon the abandonment of operations.
