Civil & Environmental Consultants Acquires SITEC, Inc. of Dartmouth, Mass.

Expands Capabilities of Current Boston-Area Operations

Raynham, Mass. — August 3, 2020Civil & Environmental Consultants, Inc. (CEC) has acquired multi-discipline civil engineering and land survey firm SITEC, Inc. (SITEC). On August 1, CEC completed the transaction with the Dartmouth, Massachusetts-based firm, which was co-founded in 1989 by its current president, Steven Gioiosa, P.E. The decision is part of CEC’s ongoing strategy to grow and diversify the capabilities of its existing operations.

CEC’s Boston-area operations will now include the firm’s existing office in Raynham, Massachusetts, and SITEC’s existing offices in Dartmouth and Fall River, Massachusetts. The acquisition allows CEC to better support clients in southern Massachusetts and throughout New England.

SITEC has provided design and engineering for the development of residential and commercial subdivisions, shopping centers, marinas, and office and industrial buildings. The firm’s solar energy experience includes more than 20 large-scale projects for local and national solar power companies.

Gioiosa joins CEC as a vice president in the Civil Engineering practice. “Steve has helped SITEC build an incredible reputation that has earned them a considerable amount of repeat business and also referrals from developers, solar energy firms, attorneys, architects, and city/town officials and boards,” said Barry VanLaarhoven, P.E., vice president and the lead for CEC’s Boston-area operations.

Gioiosa is a civil engineer with more than 40 years of experience designing and permitting hundreds of site development projects. His notable track record also includes working with public agencies, making public presentations, and providing expert testimony for a number of land use court cases. Gioiosa, a member of the American Society of Civil Engineers and the Boston Society of Civil Engineers, is a Registered Professional Engineer in Massachusetts, Rhode Island, and Connecticut, and a Licensed Soil Evaluator in Massachusetts.

With the acquisition, CEC’s Boston-area operations now have the capabilities to provide regional survey/geospatial services, already a core practice within the firm corporate-wide. Services include property boundary surveys, topographic and existing conditions surveys, ALTA/NSPS Land Title surveys, wetlands boundary surveys, marine and inland waterways bottom surveys for waterfront projects, construction layout surveys, and as-built surveys. Sean Leach, PLS, who has been with SITEC for 23 years, will lead the survey efforts for CEC’s Boston-area operations.

Leach is a registered professional land surveyor and civil engineer with more than 37 years of experience as a senior land surveyor, survey crew chief, and engineer throughout the Northeast. Leach, a current member of the Massachusetts Society of Land Surveyors and Civil Engineers (MALSCE), is a Professional Land Surveyor in Massachusetts and Rhode Island, a Licensed Soil Evaluator in Massachusetts, and an EIT in Massachusetts.
