RETTEW Recently Hired Two Staff in Pittsburgh and Ohio

Bill Randall
Working in RETTEW’s Pittsburgh office, Randall is a senior hydrogeologist and geologist in the firm’s geoenvironmental group. As a licensed Professional Geologist, Randall manages and mentors a team based in Western Pennsylvania, Ohio, and West Virginia, guiding all aspects of geoscience investigations. His responsibilities include managing site investigations, remediation, water sourcing, business development and other environmental efforts in the commercial, energy, industrial and transportation markets. He has more than 30 years of experience on projects involving site characterizations, due diligence, compliance monitoring and environmental permitting.  Most recently with Harrisburg, Pa.-based Dawood Engineering Inc. as a geoenvironmental manager, he is a member of the Pittsburgh Geological Society and the National Groundwater Association. He is also on the board of directors for the Air and Waste Management Association, Allegheny Mountain Section. Randall has a master’s degree in hydrogeology and geophysics from Wright State University, a master’s in business administration from the Indiana University of Pennsylvania, and a bachelor’s degree in geology from Northeastern University. He resides in Monroeville, Allegheny County.

Sylvia S. Utter
A designer in RETTEW’s survey group, Utter works in the firm’s St. Clairsville, Ohio office. She provides designs for well plats and applies her drafting expertise and site data management skills to many projects in the energy and commercial markets. Utter has 25 years of experience in the surveying field, working on field crews and in the coal mining industry. She has extensive experience in drafting, compiling field data and leading survey crews. Previously a CADD technician with JHA Cos., she has an associate’s degree in surveying and drafting from Belmont College. Utter is a member of the American Legion Auxiliary in Adena, Ohio, and serves as the chaplain of the local organization. She resides in Mount Pleasant Township, Jefferson County, Ohio.
