The new IS-GPS-200E, IS-GPS-705A, and IS-GPS-800A documents were approved for public release last Friday. These documents have been posted to http://www.gps.gov/technical/, along with the previous versions that are now superseded. Also, a new section has been added on U.S. government continuity commitments for semi-codeless GPS users. These include the 2008 Federal Register notice, 2009 letter from Gen. Kehler, and a link to IS-GPS-200E.
